According to the written statement made by the Presidency Spokesperson, the first meeting of the Permanent Joint Mechanism, established within the framework of the Tripartite Memorandum signed by Turkey, Finland and Sweden at the NATO Madrid Summit, will be held in Finland on 26 August.

The Turkish delegation of the Permanent Joint Mechanism will be chaired by Presidential Spokesperson İbrahim Kalın and Deputy Foreign Minister Sedat Önal. It is envisaged that the delegation will also include representatives from the ministries of Justice, Foreign Affairs, Interior, National Defense and the National Intelligence Organization.

In the Triple Memorandum signed in the presence of President Recep Tayyip Erdoğan on June 28, 2022, Finland and Sweden, as the future NATO allies, will show full solidarity and cooperation with Turkey in the fight against terrorism in all its forms and manifestations. They made a commitment to give full support to Turkey against all threats and not to support the terrorist organizations PYD/YPG and FETO.

In the memorandum, the three countries stated that they would establish a structured joint intergovernmental dialogue and cooperation mechanism at all levels, including law enforcement and intelligence agencies, to develop consensus-based cooperation in the fight against terrorism, organized crime and other common challenges.

In this context, the three countries decided to establish a Permanent Joint Mechanism with the participation of experts from the foreign, interior and justice ministries, intelligence services and security institutions to follow up and implement the steps recorded in the memorandum.

In addition, in the Triple Memorandum, Finland and Sweden confirmed that there was no national arms embargo against Turkey, and announced that they would act in solidarity and cooperation with Turkey on this issue.
